Save the Children has a unified presence in Somalia and Somaliland since January 2010 and is working in the thematic areas of education (including skills training for youth), health, protection and emergency responses.

Save the children has an operation in Somaliland, Puntland and South Central Somalia.

Due to constraints on security, and the need to liaise with UN agencies, other NGOs and donors
the country office is based in Nairobi and senior managers and directors are expected to travel
extensively to monitor and support programme work in all parts of Somalia that are accessible
and where security threats are being effectively mitigated.

The Deputy Nutrition Adviser will assist in the formulation, planning, monitoring, and evaluation
of Nutrition project(s) of Save the Children Somalia/Somaliland and to ensure quality and
impact of the emergency nutrition interventions through facilitation, technical support and
capacity building of field staff and partners in all the supported regions of Somalia.

The post holder will be responsible for providing strengthened support through regular field visits, regular on the job mentoring and capacity building, monitoring the programme quality and adherence to nutritional protocols and standards, data management (i.e. compilation, analysis and reporting etc), and documentation of lessons learned and innovations.

The Deputy Nutrition Adviser will work closely with the country and regional response teams to identify and give technical inputs on the nutrition related challenges.

He/she will also focus on the quality and timely submission of monthly, quarterly, mid-term and final project reports.

He/she will also be frequently travelling to the field to monitor the overall implementation and progress of nutrition activities.

You will have at least five years of hands on experience in the management of emergency
nutrition programs in the humanitarian field (Field work experience);
be familiar with the emergency Nutrition intervention Guidelines, protocols and procedures (Nutrition interventions and surveys); be an expert in Project Cycle Management and programme formulation; have good analytical capacity; have solid training and team management skills; have solid budget management skills; have good communication skills; with knowledge of informatics : Word, Excel and PowerPoint and ENA for SMART and SPSS; excellent speaking, writing and reading
Knowledge of English is required and Somali is desirable and excellent reporting skills.

Required Qualifications:

Required Experience & Competencies:

2. Data Manager, Lodwar

Based in Lodwar, the Data Manager will work closely with provincial and district Ministry of Health (MOH) Health Records Information Officers in providing training and necessary support for data collection, analysis, dissemination, and use at all levels of health service delivery.

He/she will assist facility-based health workers and community-based groups to develop and maintain a system that facilitates use of data and information for their day-to-day functions and to track their own progress, compare their services to others, and better understand the value and meaning of the data they collect.

Qualifications:

• A degree in Statistics/Health Statistics required. Masters degree in biostatistics preferable.
• At least two years experience in monitoring and evaluation of public health programs.
• Knowledge of HIV/AIDS monitoring and familiarity with the PEPFAR indicators and MOH tools.
• Computer skills in word processing, spread sheets, and database management packages.
• Knowledge in management, maintenance, and troubleshooting computer systems including LAN preferred.
• Fluency in oral and written English.
• Fluency in Turkana language will be an added advantage

II. Background

The Regional Centre on Small Arms in the Great Lakes Region, the Horn of Africa and Bordering States (RECSA) is an Inter-Governmental organization with a mandate to coordinate the implementation of the Nairobi Protocol on the Prevention, Control and Reduction of Small Arms and Light Weapons in the Great Lakes Region, the Horn of Africa and Bordering States.

It was established in June, 2005 by the 3rd Ministerial Review Conference.

There are 13 Member States signatory to the Nairobi Declaration and Nairobi Protocol namely:- Burundi, Republic of Congo, Democratic Republic of Congo, Djibouti, Ethiopia, Eritrea, Kenya, Rwanda, Seychelles, Somalia, Sudan, Uganda and the United Republic of Tanzania.

The mission of RECSA is to coordinate action in the Member States against Small Arms and Light Weapons proliferation in the Great Lakes Region, the Horn of Africa and Bordering States.

III. Objectives and Scope of work

The purpose of the end-of-project evaluation is to provide the donor, UNDP and RECSA as well as stakeholders analysis of the project effectiveness. It will evaluate results achieved against expected goals and objectives, inputs and outputs set forth in the project document.

The evaluation will offer strategic and operational recommendations which will inform future programs on small arms and light weapons to RECSA and its partners.

Specific objectives are:

• Evaluate the level and rate of delivery of project resources and activities against overall objectives,
• Assess and evaluate the key risks and challenges faced during implementation of activities and their impact;
• To establish the extent to which the project has achieved its objectives (as stated in the project document);
• Deduce lessons learnt and document success stories
• To establish the overall and lasting impact of the project.

VII: Qualifications

SALW Experts (who should be East African nationals):

Masters degree in social sciences, security studies, conflict management, government and international relations, development studies or related fields.

1. The lead Consultants should have at least 10 years experience in the design and execution of evaluation systems, conducting evaluation of projects including impact assessment, and with proven ability to assess project activities against objectives and impact.

2. The Evaluator (2nd Consultant) should have at least 5 years experience in the design and execution of evaluation systems, conducting evaluation of projects including impact assessment, and with proven ability to assess project activities against objectives and impact.

3. Specifically, the Consultant team should have;

• Knowledge and experience in social research methodology.
• Adequate theoretical and practical knowledge of broader security concepts, small arms issues, armed violence reduction, stockpile management, voluntary disarmament;,
• Demonstrated contributions to evaluation and impact assessment in previous roles.
• English language fluency; and the ability to write clearly, concisely and comparatively.

The Program Officer role works within the International programs role family and the wider programme funding remit.

In this role you will be responsible for supporting and managing Christian Aid partnerships and programmes as well as the effective disbursement of funds to East Africa Country programmes including recommending grants to partners.

The post holder will also contribute to the development of Christian Aid policy and strategy, engage with and promote communications and fundraising, including institutional donors. The role will be based in Nairobi. Occasional travel is required.

About the Role

The role holder will have a strong background knowledge of institutional donors, particularly the EU, ECHO, DFID policies funding modalities and rules.

He/She will have a good understanding of international development issues, governance, power and rights, financial controls and procedures and familiarity with programme cycle management, approaches and tools including participatory planning, monitoring and evaluation.

You will need to demonstrate your ability to identify key policy agenda on livelihoods and integrating these into the program.

Able to work independently, you will have strong communication and relationship building skills to ensure you are able to contribute to the delivery of information, ideas and opinions within a workgroup.

You will engage in strategic livelihoods forums including the UN, Government and other NGO forums.

You will also need to have good understanding of conflict transformation work, livelihoods programmes management, good understanding of issues of climate change and adaptation to climate change, solid experience in policy influencing and advocacy relating to agriculture policy, mobilizing farmer groups, linking farmers to metrological data , market access for pastoralists, climate change, livelihoods work, and managing humanitarian emergency interventions.

About You

You will be a motivated, dynamic and innovative individual, able to deliver results from a wide spectrum of projects. Team working and coordination skills will therefore be pertinent to this position.

You will demonstrate high levels of reliability and ability to deliver program reports on time. Ability to monitor budget implementation and ensuring programme-budget compliance is paramount to this role.

This role requires a university degree in development studies or similar; direct experience of programme appraisal, monitoring and evaluation, and developing partner’s capacity, experience in designing, managing, delivering and evaluating emergency and development projects; knowledge of humanitarian standards and policies; strong communication, training and workshop facilitation, and representation skills.

Fluency in English language is mandatory.
