1. Deputy Clerk

Duties and Responsibilities

  • General supervision of all Departments
  • External relations including international, inter-county Assemblies relations, conferences and protocol affairs
  • Enhancing public understanding and knowledge of the work of County Assembly, increasing public accessibility and awareness and the operations
  • Offering procedural advice to Mr. Speaker, other Presiding Officers and Members of County Assembly as required and overseeing the proceedings of the House.
  • Preparation and presentation of orientation programmes for newly elected members of County Assembly;
Requirements for Appointment
  • Meritoriously executed supervisory duties and responsibilities in a related organization for at least three(3) years;
  • Served in, and shown proven and enduring flair for parliamentary procedure and practice, and have wide experience on the role, functions and operations of a legislative or local authority, through exhaustive service in all spheres of a legislative body;
  • Attended a senior management course from a recognized institution, and
  • A degree in a relevant field from a university recognized in Kenya.
2. Senior Clerk Assistant

Requirements for Appointment
  • A degree from a University recognized in Kenya in any of the fields in law, engineering, finance, management, education, planning, development studies, gender studies and accounting.

  • Demonstrable interest and commitment to the aims, objectives and principles of a devolved legislature.

3. Hansard Editor

  • Translation
  • In charge of Hansard Reporters, from whom the Officer will be receiving transcripts and sound recordings.
  • Checking and amending transcripts for conformity with acceptable Legislative style.
  • Approving transcripts for printing
  • Research and compilation of indexes
Requirements for Appointment
  • Minimum of three(3) years work experience as a Hansard Reporter I, OR
  • Three(3) years’ experience in publishing the public sector or in a newspaper with national circulation;
  • Demonstrable knowledge and application of the Legislative Standing Orders and Functional roles of legislative Committees;
  • Demonstrable management and organizational skills; and,
  • A Bachelors degree in Communication/ Languages, or in social sciences with a C(Plus) in English/Kiswahili
4. Hansard Audio Officer

  • Recording Assembly and Committee Proceedings
  • Ensuring timely and accurate Audio Recordings of the Assembly and Committees
  • Editing and Segmenting Audio recordings into (Takes) for Hansard Reporters for transcription
  • Maintaining Cleanliness and proper functionality of recording Equipment.
  • Liaising with Committee Clerks in report writing by Availing Audio Recordings for Reference.
  • Conversion of Analogue Audio to Digital and Vice Versa and placing CD/DVD/ writing for external requests

  • Diploma in Mass Communication from a recognized institution, OR
  • Diploma in Multimedia

5. Principal Human Resource Management Officer

  • Compensation and Regular job evaluation
  • Job performance entailing development of job description and specifications, performance appraisal, training and development, incentive structures and enforcing discipline.

  • Development of HR Policy, Rules, Regulations and Policy, including Terms and Conditions of Service.
Requirements for Appointment
  • Served for at least five (5) years in a Human Resource Office in a legislative body or its equivalent in the public service.
  • A Masters Degree in Human Resource Management
  • A thorough understanding of Human Resource Management policies, regulations and employee relations
  • Demonstrable high degree of professional competence, administrative capabilities and initiative in the general organization and management of human resource and,
  • Understanding of labour laws and other statutes that impact on human resource management.
6. Principal Finance Officer

Duties and Responsibilities
  • Preparation of Budget for the Recurrent and Development Votes for the County Assembly
  • Preparation of quarterly expenditure reports and forecasts as a basis for discussions with the County Controller of Budget for release of funds from the County Treasury Fund.
  • Initiation of proposals seeking funds for additional expenditure and reallocation of voted funds during the year.
  • Monitoring of expenditure and projects through vote controls, including program implementation on a periodic basis and ensuring that timely corrective action is taken.
Requirements for Appointment
  • A degree in economics, Finance or Accounting;
  • Demonstrate professional competence in Financial Management in the Public Sector
  • A candidate must have satisfactorily served in a related position for a minimum period of three (3) years.
7. Principal Accountant

  • Provision of financial information for decision making
  • Developing for consideration by the Board, draft accounting policies, procedures, regulations and standards for operation and control purposes.
  • Application of budgeted funds for operations and development
  • Sourcing and collection of funds for augmenting expenditure

  • Holder of a relevant Bachelors degree and a CPA(K)

8. Principal Procurement Officer

Direct Appointment
  • Be a holder of a Diploma from a recognized institution in Kenya.
  • Have served in the disciplined forces for a period of not less than ten (10) years.

13. ICT Assistant

  • Drafting of amendments to bills to be proposed to the Assembly by any member of assembly or any committee of Assembly.
  • Giving Legal interpretation of Acts and Bills and generally giving Legal Advice on matters relating to the County Assembly.
  • Ensuring that Bills passed by the County Assembly comply with the Constitution
  • Liaising with the Office of the County Attorney on Litigation Matters involving the County Assembly
  • Legal Representation of the County Assembly and the County Assembly Service Board in Court proceedings.
Requirements for Appointments
  • Have a Bachelor of Law Degree
  • Be Admitted as an advocate of the High Court of Kenya
  • Be registered as a Commissioner of Oaths
  • Be in possession of a current practicing certificate; and
  • Have proficiency in the use of basic computer applications.
15. Legal Clerk

16. Principal Internal Auditor

Duties and Responsibilities
  • The reconciliation of Budgetary Allocations with monthly expenditure summaries.
  • Ensuring County Assembly Assets, i.e. Plant and Equipments, Supplies, Stores etc are appropriately recorded in the relevant registers and are maintained and kept safely.
  • Undertaking a variety of Audit Assignments relating to pre-edit of payments, evaluation and review of internal audit systems and report on any weaknesses
  • Evaluating of the effectiveness of existing financial regulations and establish the level of compliance in practice.
  • Compiling and preparing monthly reports to the County Assembly board based on Audit observations made.
Requirements for Appointments
  • Bachelor of Commerce Degree Accounting option
  • CPA or its acceptable equivalent with current registration with the Institute of Certified public Accountants.
  • A minimum of five years progressive, post-qualification experience in the Public Service or in a large organization
17. Clerical Officer II

This is the highest grade in the cadre. An officer at this level will handle complex clerical tasks of diverse nature and may be deployed as a Supervisor. 

Specific Duties and Responsibilities will involve coordination of clerical work in the County Assembly. 

In addition, the officer will induct new Clerical Officers, and Supervise and guide staff working under him/her.
