Scope: The Director of Research and Partnerships (DRP) provides intellectual and strategic scientific leadership to the Centre. 

Together with the Director General and other senior members of the Centre, the DRP works to facilitate research excellence while enabling management processes and systems best suited for a vibrant and effective research environment.
 
Overall purpose of the job: Reporting to the Director General (DG), he/she is one of icipe’s three senior managers and acts as the DG in the latter’s absence. He/she is expected to provide leadership, guidance, co-ordination and a new partnership paradigm to research divisions and departments.

Specific Duties:
  • Develop strategies for and management of icipe’s R&D and capacity building programmes;
  • Provide scientific leadership and planning to implement and monitor a coherent research agenda consistent with the Centre’s vision and strategy;
  • Supervise the Centre’s senior scientists;
  • Take the lead in monitoring the quality and relevance of science at icipe;
  • Spearhead discussions on icipe’s key foci of upstream and downstream research and oversee the development of a strategic framework that can guide the Centre’s research, capacity building and resource mobilisation activities;
  • Develop and oversee mechanisms for evaluating the potential of research products for intellectual property rights (IPR) protection and/or commercial development, and facilitate the evolution of relevant partnerships with the private sector within icipe’s techno-park;
  • Take the lead in forging of partnerships and cooperation with international, regional and national institutions, including host country institutions and the private sector;
  • Contribute significantly to resource mobilisation, including building good donor relations, identifying funding needs and gaps and supervising the development of project proposals;
  • Prepare programme report to the icipe Governing Council; and
  • Provide support to the Director General.
Requirements/Qualifications:
  • PhD in agricultural/health/environmental or related sciences, preferably with expertise in human or animal health;
  • At least 10 years of experience in areas directly relevant to agricultural/health/environmental or related sciences such as animal or human health, and administrative responsibilities at a senior level;
  • Excellent scientific credentials, including a substantive history of scientific publication in peer-reviewed journals;
  • Strong research management skills;
  • Ability to mobilise resources, and foster and manage interdisciplinary and multi-cultural research teams;
  • Experience in managing research in organisations going through key transition and restructuring;
  • Excellent command of the English language, both written and verbal;
  • Strong oral communication skills, including Microsoft PowerPoint presentation skills; and
  • Willingness to do extensive travelling to other countries and regions.
Disposition: Excellent interpersonal skills required, including ability to interact effectively with staff at all levels as well as colleagues; donors and funders, IGO, NGO, UN Agency personnel; and individuals with diversified backgrounds and nationalities.
 
Supervision: This position supervises Principal Scientists and Senior Scientists. The selected candidate should be available to start as soon as possible.

ILRI is looking for a highly motivated, skilled and analytical individual with training in economic theory, value chain analysis and background livestock animals, to work as a research assistant in the preparation of and providing input in research outputs on various topics for publication for various CGIAR research program on Policies, Institutions and Markets (PIM). 

This is a national appointment reporting to a research scientist in ILRI’s Policy, Trade and Value Chains research programme.

ILRI works to enhance the roles livestock play in pathways out of poverty in developing countries. 

ILRI is a member of the Consultative Group on International Agricultural Research (CGIAR) Consortium, a global research partnership of 15 centres working with many partners for a food-secure future. ILRI has two main campuses in East Africa and other hubs in West and southern Africa and South and Southeast Asia.

The Centre’s headquarters are located in Nairobi, Kenya, and research is conducted in 31 countries in Africa, Asia and Latin America. We are supported by the Consultative Group on International Agricultural Research (CGIAR) and receive funding from over 50 different donors.

Requirements
  • A Master’s degree with 3 years’ experience in Agricultural economics or Economics. Those with PhD (currently pursuing or completed) in Agricultural economics or Economics shall also be considered.
  • Experience livestock-related research that uses quantitative analysis and modelling tools
  • In-depth knowledge of agricultural, economic and natural resource issues affecting livestock marketing and productivity in developing countries
  • Background and research experience in information economics and value chain analysis

Vacancy: Program Leader – Policy Trade and Value Chains 
 
The International Livestock Research Institute (ILRI) seeks to recruit a Senior Economist and Program Leader within its Integrated Sciences Division to lead ILRI’s evolving and expanding portfolio of research in Policy, Trade and Value Chains. 

The program leader will lead team members with expertise in devising tailored tools and methods for policy monitoring, policy evaluation, and value chains analysis. 

The research objective of the Policy, Trade and Value chains program is to understand how public policies on one hand and institutions and organizations created by market stakeholders on the other hand, impact on the performance of domestic and international agrifood value chains, with a strong focus on livestock products.
Responsibilities:

  • Lead and manage a geographically-dispersed international team of economists, social scientists, and modelers addressing a range of research on livestock policy, trade and value chain development in developing countries;
  • Lead the conceptual development of analytical frameworks, methods and tools for the study of livestock product markets, value chains, trade regimes, and regulatory and investment policy environments relevant to livestock development. Such work includes action-oriented piloting of value chain interventions and strategies;
  • Build collaborations with relevant institutions and organizations internationally and nationally to conduct and deliver World class research;
  • Coordinate the Policy, Trade and Value Chains program with ILRI’s participation in the CGIAR Research Programs (CRPs);
  • Policy research and evidence-based advocacy;
  • Participate in ILRI management, particularly in achieving co-ordination with other programs and in provision of economics and other social science support to multi-disciplinary initiatives;
  • Support development projects led by NGOs and other development partners to ensure use of best practice value chain interventions, and to generate objective evidence from piloting those interventions;
  • Conduct and support the communication and promotion of research products and processes;
  • Develop proposals to raise resources to support new research addressing the policy, trade and value chain program agenda.
Requirements:
  • A passion for the generation of scientific knowledge that advances pro-poor development;
  • A PhD in Agricultural Economics, Economics, Agribusiness or other Social Science with application to agriculture or rural development, with a minimum of 8 years of experience post-PhD;
  • A proven research record reflecting experience in research design, quantitative and qualitative analytic methods and producing peer-reviewed outputs;
  • Experience in managing a multi-disciplinary and multi-national team of researchers and development practitioners, and in the associated human resource and financial management;
  • Demonstrated strong experience with analysis of smallholder value chain performance, sector and trade modeling, returns on investment, consumer demand, and access to markets and services;
  • Understanding of outcome-oriented research design and implementation with pro-poor and gender orientation, including communication and advocacy strategy development;
  • Strong econometric and/or mathematical modeling skills, and the ability to apply them in pro-poor development research;
  • Demonstrated ability to deliver multi-disciplinary research outputs and to initiate and manage cross-disciplinary research activities;
  • Familiarity with aspects of livestock production and marketing, crop-livestock systems, and rural market institutions and services in developing countries;
  • Strong English language skills, both written and spoken (proficiency in other languages is an advantage);
  • Willingness and ability to travel frequently, sometimes to rural areas in developing countries.
