UN Women

Terms of Reference for a Short Term National Consultant toRapporteur at Training Workshop for Media Personnel on Gender Sensitive Reporting of Gender Based Violence

1. Background

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. UN Women, a dynamic and strong champion for women’s rights and gender equality, provides women and girls with a powerful voice at the global, regional and local levels.

Grounded in the vision of equality enshrined in the UN Charter, UN Women works for the elimination of discrimination against women and girls; empowerment of women; achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Specifically, UN Women promotes gender equality through strategies aimed at ensuring women and girls live a life free from violence.

The prevalence of gender based violence (GBV) in Kenya remains at an all-time high with manifestations of violence occurring in various contexts both in the public and private spheres.

Statistics demonstrate that 43% of women aged between 15 and 49 years old experience GBV in their lifetime {Population Council 2008}.

Despite affecting men, women, girls and boys, statistics show that women and girls are disproportionately targeted and affected.

Reports of GBV in the media demonstrate that intimate partner violence, harmful religious and traditional practices, sexual violence and forms of femicide continue to occur despite legislative, policy and institutional frameworks to prevent and respond to gender based violence (GBV).

In a society where GBV is accepted by both men and women as a norm, addressing GBV requires a multi-dimensional approach engaging actors at the individual, relationship, community and society levels.

Strategies must include change agents such as the media whose transformative power to not only raise awareness but mobilize the community to take action and amplify advocacy efforts cannot be overstated.

Indeed, strengthening the capacity of the media will result in improved media participation and reporting of GBV breaking the stigma and putting an end to the culture of quiet acceptance surrounding GBV.

2. Objectives

The workshop will be conducted with support from civil society organizations under the Africa UNiTE Kenya Chapter.

The objective of the workshop is to build the capacity of media to:

  2. Understand how personal prejudices and stereotypes on GBV may affect reporting on GBV and how to circumvent this

  5. Carry out and sustain campaigns raising awareness on GBV
To support this process, UN Women is seeking the services of a short term consultant to rapporteur at the workshop .

3. Description of Tasks and Responsibilities
