Position: Health Coordinator (Maternity Cover)

Background: The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. 

The IRC has been operational in Central Somalia (Mudug and Galgadud regions) and Mogadishu implementing interventions in the areas of livelihood, Governance, protection, GBV, WASH and health reaching out to more than 200,000 conflict and drought affected people.
 
Summary of Responsibilities:
 
This is a senior, international level position, within the Somalia Senior Management Team. 

The position will be responsible for ensuring implementation of all aspects of IRC’s health programs in Banadir and Galmudug regions of Somalia, while striving to expand the health programs in other areas and sub-sectors. 

The position will be particularly responsible for: overseeing the development and timely implementation of program activities in line with approved budgets and proposals and following up on the project’s monitoring and evaluation activities. 

The temporary assigned Health Coordinator will be based in Nairobi with travels to the field. 

This position will work with the incumbent Health Coordinator (HC), field site Health Managers and Senior Medical Officers to roll out and follow up on implementation of proposals as well as donor and government reports. 

In addition, the position will provide oversight to field based staff on implementation of primary and secondary healthcare and public health interventions.
 
The temporary Health Coordinator will report to the Deputy Director of Programs (DDP).

Specific Responsibility
 
Representation, Coordination and Advocacy
  • Enhance coordination and advocacy with other health stakeholders and avoid overlap and duplication of projects with other donors
  • Represent IRC in external coordination meetings with the UN/NGOs, donors, partners and government in Nairobi and the field in collaboration with the DDP; participate actively in various coordination mechanisms including Health working groups and coordination meetings to develop and maintain internal and external relationships to promote program linkages
  • Keep the local authorities and other project stakeholders well informed of the progress of the program
  • Be the donor liaison on Health technical issues for the Somalia Country Program
Program Development and Planning
  • Lead the development and expansion of the IRC Health sector throughout Somalia, as opportunities arise. This will involve conducting quality assessments, development of quality concept notes and proposals and development of new projects and initiatives
  • Conduct gap analysis in Puntland to identify key community needs in the area of iCCM, and if appropriate, develop an iCCM concept paper with a budget
  • Lead the process of planning and implementation of health projects and provide ongoing quality technical support to the field teams, including, development of monthly sector plans, detailed implementation plans for each grant and establish communication channels with the field
Program implementation and monitoring (M&E)
  • Work with the field teams to develop specific M&E systems for each health grant, ensure timely submission of monthly and quarterly grant reports; weekly updates; and documentation and sharing of these case studies within the organization
  • Generate health data to be used internally and externally by donors and cluster systems to influence donor policies with the purpose of generating more funding
  • Monitor program implementation against work plans and overall project objectives, documenting progress and achievements, providing analysis and adapt program strategy and implementation accordingly
  • Ensure effective and high quality reporting, monitoring and evaluation systems for both internal and external use, capturing best practice to support program decision making
  • Maintain regular communications on program work to the DDP
Financial management
  • Lead the development of realistic budgets for the health program and identify areas which require fundraising
  • Effectively manage health program and staff; ensure all PRs raised are in line with approved budgets, closely monitor the weekly and monthly PR tracking sheets and closely follow up on budget spending in line with budget holding responsibilities
Required Qualifications & Competence:
  • Background in health preferable: medical doctor
  • Masters degree preferably in public health or international development
  • Minimum 5 years’ experience in developing, managing/coordinating health programs in a wide range of contexts such as developing/under developed countries, refugee settings, natural disasters, etc
  • Demonstrated ability to work in insecure and inaccessible settings
  • Experience in nutrition interventions/integrating nutrition within primary care is highly desirable
  • Experience in coordinating with MoH and other stakeholders
  • Strong management (including Remote management), assessment, project planning, organizational, interpersonal, and communication skills
  • Proficiency in Microsoft Office Packages and Statistical Packages is a must
  • Excellent written and verbal communication skills in English
  • Experience implementing community outreach strategies for health is desirable

Project Summary: PROWOPP is a two year initiative funded by the EU which is being implemented by Adeso in Puntland, Somalia. 

The project is aimed at promoting gender equality and women’s empowerment and political participation in Somalia to foster the development of an inclusive, transparent and accountable society. PROWOPP expects to reach 300 women including councilors and women civil society organizations. 

In addition it will closely work with Puntland Ministry of Women Development and Social Affairs to efficiently implement the United Nations Security Council Resolution (UNSCR) 1325. 

It will also provide technical and capacity building support to the MOWDAFA to prepare their 2012 – 2014 Strategic Plan and a consolidated gender strategy that will engage Somali women from different walks of life in their own peace and reconstruction efforts.
 
The initiative will provide consistent capacity development through technical support, institutional capacity building and training on various thematic areas, including: policy and advocacy; conflict resolution; and monitoring evaluation. 

In addition, 100 men will receive training on inclusion of women in local governance issue, decision making and peace processes in order to make more space for women’s participation in political and civil processes.
 
Scope of Work: Adeso is seeking the services of a video producer/director/videographer to visually document the program’s areas of operation, showing how PROWOPP has impacted the target districts and beneficiaries. 

The pictures and short video will be used to create awareness about the program’s achievements in the lead up to its closing in September 2014. 

Photographs will be used in online and print publications. 

The videos will be used online as well as shown and distributed for external use.

The consultant will be expected to travel to four regions of Puntland in Somalia (namely Bari, Mudug, Sanaag and Sool) and:
  1. Take pictures of women councilors and women civil society members conducting activities that promote women’s participation in politics and peace building processes.
  2. Carry out short 2-3 minute Vox-Pop type interviews with community members, Adeso staff, local authorities and Ministry of Women’s Development and Social Affairs officials about the impacts of PROWOPP on their lives.
  3. Produce a project video that highlights accomplishments of the project to date.
Qualifications
 
It is expected that the consultant will have good understanding of video producer and documentation. 

The ideal candidate(s) should possess the following qualifications and experience:
  • Bachelor Degree in Communications or Equivalent subject;
  • Outstanding videography skills;
  • Outstanding photo and video editing skills;
  • Five years experience working in Somalia;
  • Proven ability to create and deliver effective training sessions;
  • Experience working in remote areas, experience in Somalia preferred;
  • Proven ability to work in multicultural environment.
Consultancy Period: The consultancy will entail 10 days of work, with field travel from June 17th – 26th 2014. The 10 days include days required for preparation, reporting, and editing.. All travel, accommodation and meal expenses will be covered by Adeso.

1) 300 high-quality and high-resolution, edited and captioned pictures delivered on CD;
 
2) 2 slideshow animations (around 3 minutes each) with sound and text using a selection of the above pictures and the interviews (examples of the type of product expected can be found here, here, and here);
 
3) A short video in HD that captures the improved capacity of women representatives and groups to develop and influence MOWDAFA’s strategic priorities and UNSCR 1325 Action plan. 

The video will capture women’s increased participation in the implementation and development of policies, strategies and action plans and increased ability to take an active role as peace mediators.

Job Description

The main duty station will be the Office in Bunia, with regular field visits for all programs, and in Kivu in order to expand the presence of Cesvi in that area.
 

The Head Of mission will be based in Bunia and will be responsible for the monitoring of the wash projects funded by ECHO and UNDP and S/he will represent the Organisation with the donors, local authorities and other stakeholders, both national and international, operating in the sector/area of intervention.

S/he will coordinate the emergency intervention with a specific attention to strategic planning of W&S activities in coordination with cluster and donor.

The Head of Mission will work under the direct supervision of CESVI HQ Desk Officer.

Main tasks:
  • S/He will represent CESVI vis-à-vis Donors, partners (including Alliance 2015), stakeholders, clusters and any other networks aiming at raise Cesvi's profile in the area
  • S/he will be responsible to set the strategic vision and direction of Cesvi in Easter RDC to serve more people with the highest quality programming possible, and secure the necessary resources to ensure its realization,  expanding Cesvi activities in Kivu

  • The duty station will be Bunia with scheduled visits to Sud Irumu Territory.
  • The Logistician will respond to the Head of Mission and to the HQs Security Advisor.
  • The Logistician will work in collaboration with the rest of the expatriate and local staff present in Eastern DRC.
Tasks:

Logistics:
  • Offices and field locations management: responsible for all compound constructions and provision of utilities, ensuring standard health and safety regulations
  • Transport management: management of vehicle fleet, ensuring effective and efficient and safe transport planning.
  • Assure that registration/insurance documents are up to date, log books completed and fuel consumption monitored
  • Warehousing: management of project stocks in accordance with Cesvi standard warehouse management regulations
  • Asset management: tracking and recording of all Cesvi assets in the project.
Communications: manage and follow up all communications equipment, ensuring continuous means of communication with the capital

HR/Administration:
  • Selection and management of local team and capacity building of Cesvi DRC Oriental Province national staff in logistics
Procurement:
 
In collaboration with the Project Manager:
  • S/he will implement all the local procurements complying with Cesvi procedures and the rules established by the different donors and the country regulations, paying special attention to taxation and labour laws.
  • S/he will contribute to the efficient organization of the office and will correctly file both the necessary project documents and the evidence of the activities outside the project (specially contracts, expenses receipts and other useful documents, both in paper and computerized)
  • S/he will prepare the project periodical and final documentation following the rules established by the donors and the requested HQ's procedures
Database of Local Suppliers:
  • S/he will set up and maintain a database of local suppliers, detailing criteria of quality, price, service, ethics etc.
  • S/he will follow up Procurement Procedures, conforming to procurement guidelines
  • S/he will undertake quotations or launch Calls for Tender
Coordination:
  • S/he will represent Cesvi with local authorities, NGOs and UN agencies if necessary
  • S/he will attend coordination and cluster meetings as necessary
Security:
  • S/he will advise the staff on all safety and security aspects of and contribute to the fulfilment of the objectives of Cesvi's mission
  • S/he will be responsible for the implementation of Cesvi Security Policy and provide to HQ Security Advisor with updated strategic analysis of political and/or military context, developments and possible impact on Cesvi operations and environment
  • S/he will identify mitigating safety and security measures, suggest and advise on implementation
  • S/he will work on maintaining or improving access for ongoing and new CESVI program
  • S/he will identify shortcomings and conduct capacity building to improve national security staff
  • S/he will revise Cesvi Security Plans for field bases and train all staff to ensure a thorough understanding, awareness and adherence to the plan
  • S/he will liaise (communicate, exchange information, and co-operate) on security issues with relevant (predominantly local) external actors in the areas of current and potential Cesvi programme implementation.
Required Competencies
  • Minimum 2 years of working experience in insecure environments; preferably in Africa.
  • Excellent problem-solving and analytical skills
  • Extensive experience in logistics and security
  • Ability to train, mobilize, and manage both international and national staff
  • Ability to work well in unstable and frequently changing security environments
  • Willingness to work and live in remote areas under basic/harsh conditions
  • Flexibility and ability to multi-task under pressure
  • Proven ability to work creatively and independently both in the field and in the office
  • Documented experience in international operations on security and operational planning
  • Experience in liaising with community and government authorities as well as with regional, national and international institutions
  • Experience in political, gender and cultural awareness, community – NGO relationships
  • Demonstrated communication and organizational skills
  • Advanced proficiency in French - written and spoken
Desirable Competencies
  • Previous experience in Africa or in DRC, possibly in Emergency contexts
  • Knowledge of European Union, ECHO and UNDP administrative and procurement procedures
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work cooperatively
